Twinemanzi, BOU Case Takes New Twist, Court Orders Production of Witness for Cross Examination

The High Court Civil Division in Kampala has ordered for cross examination of a one Agnes Mugisha in a case were the appointment of Dr. Twinemanzi Tumubweine as Director supervision commercial banks at Bank of Uganda (BOU) is challenged.

The decision compelling BOU to produce the witness for cross examination was taken by the High Court Judge Philip Odoki upon request by the applicant Arnold Anthony Mukose through his lawyers Kwesigabo, Bamwine and Walubiri Advocates.

The applicant told Court that there are a number of irregularities and inconsistencies in the submission made by the witness in her sworn affidavit hence the need to have her cross examined to establish facts.

However, the defense side had earlier objected to the call raising  preliminary objections among which include; the applicant fielding evidence which they believe is not supposed to be in his possession because it hasn’t become public documents.

They also objected to calling their witness which they said, respondents can’t help the applicant in availing evidence which the applicant said, was a move to block justice.

The judge later ordered for the witness to appear before court during the next session for cross examination and adjourned the matter to June 1, 2021.

Mukose accuses BOU for without public notice or memo appoint Dr. Teinemanzi for the position despite  the parliamentary tripartite committee and IGG blocking the appointment.

He also accused Twinemanzi of  having no experience and qualifications for the job.
